The observation listed would make sense, primarily because atmospheric pressure generally DECREASES as altitude increases. This is because at low altitudes you have the weight of the entire column of air above you creating atmospheric pressure. At a higher altitude like Denver, you would have 5000 feet LESS of air column to create pressure.
