I own a 1997 Crown Victoria Police Interceptor. It's become difficult to start when weather is colder. Why?

This is a California car. Weather is seldom below 40 degrees but on cooler mornings I have to spend several minute crankng it before it starts. Afterward, it's fine for the rest of the day.
