What will help clear his lungs?

My four year old has a cold, and his chest is congested. Last year he got so congested that he had to go on a nebulizer. The doctor doesn't want to see him, because he is just congested, no fever. Any suggestions on what I can use to help clear the congestion? I want to get rid of it before it gets worse. What will help clear up his lungs?
